Celui-ci n\u2019est plus obligatoire depuis le 3 f\u00e9vrier, mais demeurait recommand\u00e9 pour toutes les missions t\u00e9l\u00e9travaillables en coh\u00e9rence avec la cartographie r\u00e9alis\u00e9e dans les directions. <\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\"><strong>En fonction de cette \u00e9volution, l\u2019accord t\u00e9l\u00e9travail, sign\u00e9 par l\u2019UNSA, qui s\u2019applique hors p\u00e9riode de pand\u00e9mie, va se d\u00e9ployer \u00e0 partir de d\u00e9but avril. La DRH a d\u2019ailleurs d\u00e9but\u00e9 une communication sur ce th\u00e8me en plusieurs \u00e9pisodes.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cet accord a pour but d\u2019\u00e9largir les possibilit\u00e9s de t\u00e9l\u00e9travail, afin de diminuer significativement le temps de transport des agents, de leur permettre de mieux concilier vie personnelle-vie professionnelle, ainsi que d\u2019am\u00e9liorer les conditions mat\u00e9rielles du t\u00e9l\u00e9travail, en s\u2019appuyant sur l\u2019exp\u00e9rience tir\u00e9e de la g\u00e9n\u00e9ralisation et de l\u2019obligation du t\u00e9l\u00e9travail en p\u00e9riode COVID. Il \u00e9voque \u00e9galement les relations de confiance qui doivent exister entre les encadrants et les agents rendus plus autonomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La restitution de l\u2019enqu\u00eate sur le \u00ab&nbsp;t\u00e9l\u00e9travail en p\u00e9riode de crise&nbsp;\u00bb a \u00e9t\u00e9 pr\u00e9sent\u00e9e lors du CHSCT central du 30 mars et a apport\u00e9 certains \u00e9clairages sur ces diff\u00e9rents aspects.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pr\u00e8s de 11&nbsp;000 r\u00e9ponses au questionnaire ont \u00e9t\u00e9 enregistr\u00e9es alors que 12&nbsp;000 agents ont \u00e9t\u00e9 concern\u00e9s par le t\u00e9l\u00e9travail, confirmant l\u2019int\u00e9r\u00eat port\u00e9 \u00e0 ce sujet et la fiabilit\u00e9 des r\u00e9sultats. 65% de femmes et 35% d\u2019hommes repr\u00e9sentant de fa\u00e7on \u00e9quilibr\u00e9e les diff\u00e9rentes cat\u00e9gories (36% A, 33% B, 30% C) ont r\u00e9pondu \u00e0 l\u2019enqu\u00eate, soit une repr\u00e9sentation f\u00e9minine l\u00e9g\u00e8rement plus \u00e9lev\u00e9e que dans l\u2019ensemble de la Ville de Paris. La moindre repr\u00e9sentation de la cat\u00e9gorie C (65% du total des agents de la Ville) s\u2019explique par le fait que de nombreux postes de cette cat\u00e9gorie ne sont pas t\u00e9l\u00e9travaillables.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les points positifs relev\u00e9s lors de cette \u00e9tude sont&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La r\u00e9duction des temps de transport domicile-travail<\/li><li>La possibilit\u00e9 de travailler plus efficacement sur certains dossiers\/missions ou \u00eatre au calme<\/li><li>La r\u00e9duction du niveau de fatigue<\/li><li>Une meilleure conciliation vie professionnelle et vie personnelle<\/li><li>Et de mani\u00e8re plus limit\u00e9e pour des raisons de sant\u00e9<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Certaines difficult\u00e9s ont cependant \u00e9t\u00e9 point\u00e9es&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Environnement de travail, pas toujours optimal \u00e0 domicile&nbsp;: Ni pi\u00e8ce ni mobilier d\u00e9di\u00e9 pouvant entrainer des Troubles Musculo-Squelettiques&nbsp;(TMS);<\/li><li>\u00c9quipement informatique quelquefois d\u00e9faillant&nbsp;: outils de visio-conf\u00e9rence, logiciels de t\u00e9l\u00e9phonie.<\/li><li>\u00c9loignement du groupe de travail, sensation d\u2019isolement, Risques Psycho-Sociaux (RPS)<\/li><li>Surcharge de travail constat\u00e9e pour les encadrants mais \u00e9galement pour les agents rest\u00e9s en pr\u00e9sentiel.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Une attention particuli\u00e8re doit \u00eatre port\u00e9e sur ces derniers pour lesquels la p\u00e9riode de crise a \u00e9t\u00e9 synonyme de stress, d\u2019isolement, de perte de sens de leur travail et du sentiment de n\u2019avoir pas \u00e9t\u00e9 associ\u00e9s aux d\u00e9cisions d\u2019organisation du service, dans des proportions bien sup\u00e9rieures aux agents en t\u00e9l\u00e9travail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pour autant 88% des agents ayant \u00e9t\u00e9 en t\u00e9l\u00e9travail souhaitent continuer \u00e0 avoir cette possibilit\u00e9, sous une forme hybride, lors du retour \u00e0 un fonctionnement normal des services, ce qui conforte la d\u00e9cision de notre organisation syndicale d\u2019accompagner ce d\u00e9veloppement.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019accord t\u00e9l\u00e9travail comporte certaines mesures importantes destin\u00e9es \u00e0 d\u00e9velopper et \u00e0 en encadrer la pratique tout en prot\u00e9geant les agents&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La demande se fait sur la base du <strong>volontariat.<\/strong><\/li><li>Le t\u00e9l\u00e9travail est <strong>\u00e0 tout moment r\u00e9versible.<\/strong><\/li><li><strong>La dur\u00e9e maximale est de 3 jours par semaine<\/strong>, il est possible de t\u00e9l\u00e9travailler par demi-journ\u00e9e. Quelle que soit la quotit\u00e9 de temps travaill\u00e9 (temps partiels inclus), <strong>deux jours sur site sont obligatoires.<\/strong><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019agent <strong>conserve son poste de travail<\/strong> dans son service (pas de Flex office)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019UNSA se pose cependant des questions sur l\u2019attitude qu\u2019auront demain les directions et les services quant \u00e0 l\u2019octroi des jours de t\u00e9l\u00e9travail, d\u00e8s lors que celui-ci ne sera plus obligatoire. Il ne faudrait pas que dans la perspective de \u00ab la&nbsp;reconstitution des collectifs de travail&nbsp;\u00bb, on interdise demain ce que l\u2019on avait recommand\u00e9 hier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u2019autant plus que la p\u00e9riode de t\u00e9l\u00e9travail obligatoire a montr\u00e9 son efficacit\u00e9 et a permis de d\u00e9velopper les comp\u00e9tences et les habitudes de chacun concernant le travail \u00e0 distance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous resterons vigilants \u00e0 propos de la mise en place du t\u00e9l\u00e9travail afin que chaque agent voie son choix respect\u00e9 <strong>dans le respect de l\u2019organisation des services.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La question de la r\u00e9mun\u00e9ration.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019accord t\u00e9l\u00e9travail a \u00e9t\u00e9 sign\u00e9 \u00e0 la ville de Paris avant qu\u2019un accord ne soit sign\u00e9 \u00e0 l\u2019\u00e9tat et dans des conditions financi\u00e8res moins favorables&nbsp;: 2,50\u20ac par jour dans la limite de 120\u20ac par an \u00e0 Paris, 2,50\u20ac\/jour dans la limite de 220\u20ac par an pour l\u2019\u00e9tat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cependant, une clause de revoyure au bout d\u2019un an a \u00e9t\u00e9 incluse dans l\u2019accord sign\u00e9 le 2 juillet 2021. Celle-ci pr\u00e9voit une hausse de l\u2019indemnit\u00e9 li\u00e9e \u00e0 l\u2019augmentation du co\u00fbt de la vie notamment du co\u00fbt de l\u2019\u00e9nergie. Il est bien \u00e9vident qu\u2019au vu de l\u2019\u00e9volution actuelle des prix une augmentation de ce montant est imp\u00e9rative.
